Methodology

This report aggregates STOCK Act disclosures from the U.S. House of Representatives and U.S. Senate. A "cluster" is identified when 2 or more members trade the same ticker in the same direction within a 30-day window, with at least one transaction in the cluster being in the "$15,001 - $50,000" band or larger. The cluster score is a proprietary calculation that weights factors such as the number of members, the total value of the trades, the unanimity of the trading direction, and the presence of members on relevant committees. Penalties are applied for late disclosures. This edition excludes any clusters that did not meet the minimum member count or transaction band thresholds.
